Biographies of the Shenango Institute for Public Policy’s Staff
Paul Kengor, Ph.D., president, is an associate professor of political science at Grove City College and a Visiting Fellow at the Hoover Institution on War, Revolution and Peace at Stanford University. Before joining the faculty at GCC, Dr. Kengor played an instrumental role with the Allegheny Institute in southwestern Pennsylvania from its founding. He has written numerous reports for the Allegheny Institute and currently serves on its Board of Advisors. He is the author and has written many articles for the popular as well as academic press. Kengor's last book,God and Ronald Reagan: A Spiritual Life, made bestseller lists for The New York Times, Amazon.com, and BarnesandNoble.com, among others. His forthcoming book, God and George W. Bush : A Spiritual Life, is now set to be published by Regan Books in August of 2004.
Kengor worked for two years at the Center for Strategic and International Studies (CSIS) in Washington, D.C. He has also worked with many think tanks including the Reason Foundation, Texas Public Policy Foundation, The James Madison Institute, The Mackinac Center, The Goldwater Institute, Wisconsin Policy Research Center and others. He serves on the board of advisors for the Heritage Foundation's Center for Data Analysis. As president, Dr. Kengor will guide the organizations development, seeking to build relationships with both policy makers and citizens. In addition, he will take an active role in the administration, media outreach, and in the production of the research projects of the Shenango Institute. He will write many of the institute's research papers and policy briefs. Kengor earned his Bachelors degree from the University of Pittsburgh, has a Masters degree from American University in Washington, D. C., and has a Ph.D. from the University of Pittsburghs Graduate School for Public and International Affairs.

Michael Coulter, Ph.D., vice-president, is also a member of the GCC Political Science Department where he teaches courses such as public policy and state and local government. He has a special interest in education, tax, and zoning policies. A native of the region, he brings a thorough understanding of the area to the Institute. Coulter graduated from Grove City College and has an M.A. and a Ph.D. in politics from the University of Dallas.
Coulter was also a recipient of a National Endowment for the Humanities fellowship to participate in a summer seminar on "Morality and Society" at Boston University.

John Sparks, J.D., research fellow, is chairman of Department of Business Administration, Economics and International Management at Grove City College. A member of the Pennsylvania Bar, Sparks has a law degree from the University of Michigan. Sparks has also written widely on economics and education policy.
Cory L. Shreckengost, policy analyst, is an author and think tank scholar whose compositions have appeared in daily and weekly periodicals throughout the United States and Canada. They have been circulated globally through the United Nations Environment Programme and have generated attention from major media outlets such as Rush Limbaugh’s “stack of stuff” and the Fox News Channel, which extended an invitation to appear on Fox News Live. In addition to serving as an editorial assistant for two books by the best-selling author and scholar, Paul Kengor, Shreckengost has also served as a research assistant to the best-selling author, Peter Schweizer, through The Hoover Institution at Stanford University. His work has been published by a number of electronic publications such as The National Review Online, TownHall.com, and OpinionEditorials.com, among others, and he has been named an Associated Scholar with the Susquehanna Valley Center for Public Policy. Shreckengost earned his B.S. in both Political Science and Business Management from Grove City College, in Grove City, PA and is a member of American Mensa, Ltd.

Timothy Levine, research associate and technical advisor, is a marketing coordinator for a small Western Pennsylvanian company who has written several political and commercial web pages. Levine graduated in 1999 with a B.S. in Marketing Management from Grove City College in addition to completing a full course of study in Political Science.
